Safest Offshore Forex Brokers 2026: Ranked by Licence

Updated 2 November 2026 · Written by Broker Atlas Comparisons Desk · Data checked by Broker Atlas Data Desk

Short answer

Safety starts with which entity holds your account and whether its licence number checks out on the regulator's own register, not with the strongest licence in the group. On that test the clearest picture is at XM (XM Global Limited, FSC Belize 8557558), Titan FX (Titan FX Limited, Vanuatu FSC 40313), XS.com (XS Ltd, FSA Seychelles SD089) and FXGT (GT Global Ltd, FSA Seychelles SD019), each naming one company with negative balance protection. HFM and XS.com hold tier-1 licences elsewhere in their groups, but international clients deal with offshore companies.

How we approach safety

The table shows licence summaries and negative balance protection in ranking order — it is not a ranking of licence strength, for two reasons:

  • Group licences aren’t your licence. HFM lists CySEC 183/12, FCA 801701, FSCA 46632, FSA SD015 and CMA 155; XS.com lists ASIC, CySEC, FSA, FSCA, LFSA and FSC; M4Markets lists FSA, CySEC and DFSA. Which entity serves you is what counts: for international clients these groups use offshore companies, named in the client agreement.
  • A number on a website isn’t proof. It has to match the regulator’s register.

Where each broker stands

FXGT GT Global Ltd (FSA Seychelles, SD019) Advertises $1,000,000 liability insurance for all clients

Axi AxiTrader LLC, registered in St Vincent and the Grenadines No negative balance protection for SVG clients

Regulator profiles: FSA Seychelles, FSC Mauritius, VFSC Vanuatu, CySEC.

What an offshore licence does and doesn’t do

  • Does: puts the broker under a supervisor, gives you a complaints route, and makes the company identifiable.
  • Doesn’t: give you tier-1 protections such as the UK’s FSCS compensation, FCA leverage limits or the same client-money rules.

So pair the licence check with negative balance protection and a small test withdrawal. More in our licences guide and client fund protection.

Frequently asked questions

What is the safest offshore forex broker?

No offshore broker is risk-free. XM, Titan FX, XS.com and FXGT give the clearest evidence: a named serving entity, a licence number and negative balance protection. Still test a small withdrawal first.

If a group has an FCA licence, am I FCA-protected?

Only if your account is with the FCA-authorised entity. Groups such as HFM and XS.com run several entities and onboard international clients through offshore ones.

What happens if an offshore broker goes bust?

Protection depends on the entity and its regulator; offshore clients are usually outside tier-1 compensation schemes. See [broker bankruptcy](/en/guides/broker-bankruptcy/).

How do I check a licence?

Search the number on the regulator's own website and match the company name and domain. Our [scam check](/en/guides/scam-check/) walks through it.
