Best Forex Brokers in Philippines: Compared

Updated 31 October 2026 · Written by Broker Atlas Guides Desk · Data checked by Broker Atlas Data Desk

Short answer

In the Philippines, the Securities and Exchange Commission (SEC) regulates investment offers and has published repeated advisories against online forex platforms, including a 2018 advisory titled "Foreign exchange trading is illegal in the Philippines" and, in 2024, an advisory against XM. None of the brokers we cover names the Philippines as excluded on its own site, but using an unregistered offshore platform means no Philippine regulatory protection.

The Securities and Exchange Commission of the Philippines regulates the offer and sale of securities under the Securities Regulation Code, and it publishes advisories warning the public about unregistered investment platforms on its advisories page.

On online forex specifically, the SEC’s site carries:

  • a 2018 advisory whose title states that “foreign exchange trading is illegal in the Philippines”; and
  • individual advisories against online forex and CFD platforms, including a document titled “SEC Advisory Against XM” dated April 2024.

We couldn’t open these documents directly on the SEC’s site when preparing this page, so we only report their titles and dates. Read the full text on sec.gov.ph before acting, and treat this page as general information, not legal advice.

What is clear in any case: a platform that isn’t registered with the SEC isn’t supervised in the Philippines, so the SEC can offer little help if your money is held offshore and something goes wrong.

Which brokers we cover accept the Philippines

From each broker’s own site, checked 31 October 2026:

Broker What its own site says about the Philippines
XM (XM Global) Not stated; its restricted list names the US, Canada, Israel and Iran. The Philippine SEC has published an advisory against XM (2024)
Exness Not stated; its list names the USA, Canada, Iran, North Korea, Europe, the UK, Russia, Belarus “and others”
Vantage Not stated; it excludes India, Canada, China, Hong Kong, Singapore, the US and FATF-listed jurisdictions
Titan FX Not on its unsupported-countries list
FXGT Not stated (it excludes only EU and UK residents)
XS.com Not stated (it names the USA, Iran and North Korea)
BigBoss Not stated (it names the USA, Iran and Macau, and in principle Malaysia and Japan)
HFM Not stated on its public pages; HFM’s registration form shows whether your country is accepted

“Not stated” means the broker’s site doesn’t name the Philippines either way. A broker accepting your sign-up doesn’t mean it is registered with the SEC or allowed to solicit investors in the Philippines.

How to check a platform

  1. Search the SEC’s advisories for the brand name and each website or app it uses; brands often run several domains.
  2. Check on the SEC’s site whether the company behind the platform is registered in the Philippines, and under exactly which name.
  3. Be cautious with “agents”, “coaches” and social media groups promoting a platform; ask them which Philippine regulator authorises it, and check the answer yourself.

Our guides to forex licences and scam warning signs explain what to look for.

Funding in pesos

None of the brokers we cover lists a Philippines-specific payment method (such as local bank transfer or e-wallets in PHP) on the public pages we read. Exness and Vantage show methods by region after registration. Moving money to an unregistered offshore platform takes it outside Philippine regulatory protection.

Tax

For how trading gains are treated, check the Bureau of Internal Revenue or a tax adviser. Our forex tax guide explains the general principle.

Bottom line

The SEC’s public position on online forex platforms is a warning, and it has named XM specifically. If you’re in the Philippines, read the SEC’s advisories before opening any offshore account, check the platform against the SEC’s lists yourself, and understand what an offshore licence doesn’t protect: regulated vs offshore brokers. Before you fund an account, ask your bank how it handles transfers to overseas brokers and what it charges.
